This study aims to analyze the effectiveness of Occupational Safety and Health (OSH) implementation at PT Shoetown Ligung Indonesia, identify influencing factors, and formulate improvement strategies. A qualitative descriptive approach was employed with in-depth interviews conducted with nine informants including the HSE Manager, HSE staff, production staff, HRD staff, team leaders, and healthcare officer. Data analysis followed Miles and Huberman's model through data reduction, data display, and conclusion drawing. The results indicate that OSH implementation has been sufficiently effective, marked by structured policies, safety training, personal protective equipment (PPE) usage, and routine monitoring. However, implementation effectiveness is not yet optimal due to inconsistent worker compliance, particularly under increased production pressure. Factors influencing OSH implementation include management commitment, worker awareness, workplace supervision, production pressure, OSH facilities, and safety communication. Recommended improvement strategies include strengthening safety culture, enhancing OSH training, intensifying field supervision, improving facilities, and optimizing reward-and-punishment systems. This research provides theoretical and practical contributions to OSH management system development in labor-intensive manufacturing industries in Indonesia.
