Abstract

The slums of Medan city require serious handling in overcoming them, very many problems arise in the midst of the lives of people in the slums. Starting from economic, social, cultural, health, education, environment and so on. For this reason, there needs to be an in-depth study to find a way to overcome it.
The author raised the issue of infrastructure development carried out by the government in an effort to overcome the problem of slums in the Medan sub-district of Marelan, as stated in the mandate of government regulation number 1 of 2011 concerning "Housing and Settlement Areas". In its implementation, the government has made efforts to improve the quality of infrastructure, but the authors see a lack of more in-depth study, what exactly is the cause of the stabbing. The sluggishness occurs due to stagnant water arising from the tidal influences of the sea which causes roob flooding that occurs continuously for two weeks every month which results in submerged infrastructure buildings which greatly affect the quality of the development itself.
We can imagine how the quality of the work carried out for that I as the author is very interested in raising the issue of the Implementation of the Republic of Indonesia Government Law Number 1 of 2011 concerning Housing and Settlement Areas in the Context of Infrastructure Quality Improvement in the Slum Settlement Area of Medan City in Medan Marelan District.
However, the research method used is descriptive research using a qualitative analysis study approach. The research resource person consisted of eight people, namely: 1. sub-district head of Medan sub-district Marelan, 2. village head of Labuhan Deli village, 3. village head of Kelurahan Terjun and five neighborhood heads in the Marelan slum area of Medan.
